Since the onset of the Great Recession, public discussion has centered on whether spending or austerity is the best path to economic recovery. As evidenced by the sequestration, recurring debt ceiling fights and the ongoing euro crisis, clear policy prescriptions to kickstart anemic economies remain elusive. Often lost in the public discussion surrounding government budgets, though, is consideration of austerity’s implications for national politics and how policy is enacted and implemented. How has the debate surrounding spending versus budget-cutting shaped the political conversation in the United States? What has been austerity’s impact on the policymaking process?

While the theme of the third meeting of the High-Level Panel on Post-2015 in Bali was on global partnerships, the meeting’s communiqué set up the handover from the high-level panel to the intergovernmental Open Working Group on the Sustainable Development Goals (OWG). The communiqué calls for 'a single and coherent post-2015 development agenda that integrates economic growth, social inclusion and environmental sustainability', and with good reason since the two development frameworks for post-2015poverty alleviation and sustainable developmentare not separate. Rather, they are interlinked challenges that need to inform each other and ultimately must be addressed together in one framework.

Crafting an Education Goal in the Post-2015 Development Framework: Having Our Cake and Eating It Too

In the ongoing debate over learning outcomes and measurement in the lead up to the post-2015 framework, the education community risks falling victim to the old English proverb, 'you can’t have your cake and eat it too.' We want global education goals but local adaptation, if not local origination. We want goals that are practical and can be measured realistically while also sufficiently ambitious and forward-looking. However, we may indeed be able to 'have our cake and eat it too' if we use very precise language and realize the need to put into place goal-seeking rather than goal-setting processes. This is the spirit behind an upcoming report from the Methods and Measures Working Group of the Learning Metrics Task Force scheduled for release in June 2013.

This essay discusses practical issues confronted when conducting surveys as well as designing appropriate field trials. First, it looks at the challenge of ensuring transparency while maintaining confidentiality. Second, it explores the role of trust in light of asymmetric information held by the surveyor and by the respondents as well as the latter´s expectations as to what their participation will set in motion. The authors present case studies relevant to both of these issues. Finally, they discuss the role of ethical review from the perspective of research conducted through the World Bank.
